Designed from zero specifications a Windows based �backend system� that:
� Provided a webservice API for use by web-based PHP applications to isolate data and image processing from the public interface.

Chicago, Illinois. PosTrack's clients include hospitals, multi-location school

Traffic Information, Transit Trip Planning, Para Transportation, and Routes
& Schedules Telephony systems. LogicTree installed systems that provide
traveler information to over 40% of the 511-service population in the United
States. The LogicTree systems use state of the art speech recognition (ASR),
VXML and text-to-speech (TTS).
� LogicTree Project Manager for the Los Angeles County Service Authority for Freeway Emergencies (LA SAFE) Motorist Aid and Transportation Information Systems (MATIS) project. The MATIS project will be the controlling agency for a five-county area including Los Angeles County, Orange County, Ventura County, Riverside County, and San Bernardino County. The population of the area exceeds 20 million people. The 511 system will be the largest traffic and transit transportation information system in the world when completed in early 2009. The MATIS project is a $50 million-dollar, 10-year product, and services contract.
� As Project Manager, held responsibility for the project administration, development, and design issues, post sale. The MATIS project encompassed the primary client (LA SAFE), four associated county technical committees, CALTRANS, California Highway Patrol, and two project partners for a total of over 30 persons on the primary MATIS project committee.

Technical Resource Group (TRG), a Pipeline Group company, provides Information
Technology (IT) services and products to organizations throughout North
America. TRG�s expertise is primarily in technologies of SAP application
software and Pick database (also called Multivalued) environments. TRG was
eighteen months into a project to migrate Pindler & Pindler off
a �green screen� order entry/invoicing system onto a C#, WinForm GUI
front-end.
� The existing system was buggy, un-documented and crashed 4-5 times per user terminal per day.
� Evaluated and re-engineered a C# GUI system.
� Was able to successfully:
o Stabilize the platform
o Reduce the memory foot print from over 75 megabytes per user to 20 megabytes
o Correct the system control/object instancing
o Standardize the style and behavior of the user interface
o Cut the source code down to 7,000 lines versus the original 18,000 C# lines.

involving multi-threaded technologies implementing message based transactions,

imaging, voice and telephony, Adaptive Technology (low-vision and blind
computer users) , speech recognition, text-to-speech, Linux, and .Net.
� PatCare System was developed as a large-scale document imaging application under the guidance of the San Diego Medical Information Society (SDMINE). PatCare was designed to scan and display patient Continuity of Care Records (patient medical histories from the charts) across all medical providers and hospitals in San Diego County. Patcare is designed as a HIPPA compliant application to be implemented as a county wide RHIO (Regional Health Information Organization or Health Information Exchange).
o Implemented biometric 2-factor scanning to lock document access.
o HIPPA compliant web services, document storage
o Access control is ultimately controlled by the patient.
� PatCare will serve as a document image and patient information data warehouse serving over 5,000 medical providers and 2,000,000 patients in San Diego County. It is anticipated that the Patcare servers will be providing access to over 100 million patient documents images within five years.

CDesk
As chief technologist for AdaptiveVoice, I began a public service project to
create a definitive, lower-cost software product for the blind, low vision,
senior and persons with cognitive disabilities to allow those users to easily
use basic computer applications. The resulting product named �CDesk� was
born out of my goal to provide non-technical blind and low vision users the
ability to remain �connected� in a visual world. CDesk is a single
.Net program utilizing:

ASP is a 1-billion-dollar division of the Johnson and Johnson
Corporation that manufactures and distributes medical sterilization products
for use in surgical suites, medical centers, and clinical settings. The company
is part the of Ethicon Surgical division.
� Initiated a forensic audit of the data warehouse and online invoicing systems at ASP and HCS.
o HCS is the corporate arm of the Ethicon division which handles the actual invoicing and accounts receivable functions for each of the operating companies within that division. There were known to be problems with the invoicing but because of general lax controls, the scope of the problem was not understood or measured.
o Utilizing strong accounting, data warehouse and general systems knowledge, I was able to track down multiple problems with the current systems interfaces both internally and inter-company.
o Over a short period, I built an audit �process� using multiple tools, reaching into five different enterprise data systems in several locations.
o My audit uncovered several million dollars in unbilled transactions (4,000+ invoices) and an equal number and amount of 'double billed' customer transactions.
o Once the �discovery phase� of the audit was complete, I designed a WinForms solution to maintain transaction visibility, daily transaction balancing, and transaction resubmission editing. The new �Revenue Cycle� system, now being used, is a �dashboard� to the system invoicing/reconciliation activity.

MessageBroadcast is an established leader in providing direct
IVR and audio text messaging for Fortune 500 companies such as AT&T, Citi
Corp, Clear Channel Media Group, Gottshalks, Macy�s, Jaguar, and Landrover.
Fonevia is a new division of MessageBroadcast, whose product lines involve
peer-to-peer �pod cast type� market places. The School Broadcasting Company�s
offers audio-text and messaging functionality for schools and governmental
entities. The School Broadcasting Company products went live in March 2005 in
Southern California and went live nationally in mid-May of 2005.
� Established two new telecom co-location facilities. One facility was in Las Vegas, NV., the other at One Wilshire in Los Angeles.
� Project managed, designed, purchased hardware, implemented network, established WAN and telecom connectivity for a server farm of 15 servers to support 6 DS3�s (3800+ channels) of outbound and inbound TDM.
� Converted the AdaptiveVoice VOIP development toolset specific for the MessageBroadcast product line
� Developed the ability for �programming� of scripted interactive voice projects without re-compilation. The �Adaptive Scripting Engine� (ASE) runs on each dialing server.
� The engine accesses Jscript, VBScript, late-bound COM+, web-services and built-in middle-ware using a �loosely coupled architecture� and implementing MTS, MSMQ, COM+ and .Net.
� Built a web-services based front-end (WinForm/VB.Net) and back-end (VB.Net) to allow the creation of and monitoring of �Message Campaigns� to be supervised by customer service representative in the Newport Beach service center.
� Automated major functions involving very large scale uploading, cleansing, queuing, dialing, and reporting on up to 1.5 million phone calls per day.
